The Central Government formed fourteen new states and six union territories on the basis of the report of State Reorganization Committee. Out of these Bombay and Punjab states were not formed on the basis of language. The bilingual state of Bombay included Marathi and Gujarati language speaking areas. So like other states, aggressive movements had started in Gujarat and Maharashtra to form two separate states of Gujarat and Maharashtra on the basis of language.
