The strongest oxidizing agent is a substance that is reduced move easily, i.e., it has the highest reduction potential. Reduction potentials of [Fe(CN)6]-3 and Fe3+ are 0.355 V and 0.77 V. Hence, Fe3+ is reduced more easily and hence is the strongest oxidizing agent.
