(a) North East Monsoon : In winter, winds blow from land to sea. In the Indian sub-continent, winds blow from India into the Indian Ocean from north-east to south-west in accordance with Ferrell’s Law. This seems to be the return of the south-west monsoon as is therefore named as north east monsoon. The phenomenon is also sometimes stated as reversal of monsoons. 

(b) October Heat : In the month of October due to high temperature and humidity the weather becomes oppressive and called October heat. The retreat of the monsoon is marked by clear skies and rise in temperature but the land is still moist, so it becomes very oppressive - hot and moist.
