North East India is a hilly region and hence it is not feasible to build railways which can transport bulk goods. Due to this reason, it is essential that bulk goods are transported along water routes. Additionally, these people in these states are poorer compared to the rest of India, so water transport is able to provide a cheap mode of transport.
