(a) Lowest oxidation compounds of transition metals are basic due to their ability Get oxidized to higher oxidation states, where as the higher oxidation state of metals and compounds gets reduced to lower ones and hence acts as acidic in nature. 

(b) Due to high electro negativities of oxygen and fluorine, the oxides and fluorides of Transition metals exhibits highest oxidation states.
