Pyrolusite with KOH and air. This produces a green colored mass, i.e, Potassium manganate . 

2KOH + MnO2 + ½ O2 → K2MnO4 + H2O 

Manganate ion disproportionate in neutral or acidic medium to give pink coloured Permanganate.(KMnO4)
