There are two-NH2 groups in semi carbazide. However only one is involved in formation of semi carbazones. Why?

Due to resonance one NH2 group undergoes or involved in resonance and hence can’t participate in the formation of semicarhazone. Lone pair of NH2 group is not involved in resonance and is available for nucleophillic attack.
