For transistor in common emitter mode the relation between collector current and collector-emitter voltage is given by vce= vce - ICRC cut off occurs when Ic= 0

Saturation  

It occurs when there is no longer a change in collector current for a change in base current  Active Mode  In this mode, the following relation is valid ic =β Iβ 

Thus in saturation, the collector current does not increase with the base current.
