Sometimes, when the atmospheric temperature falls below 0°C, water vapours, instead of condensing, freeze directly as small ice particles. These particles coalesce to from 'snow'. Snow has air on closed in it. This reduces the chance of loss of heat by convection. Thus show is better heat insulator than ice.
