Best answer

There will be a small rise in the capillary tube, if the top of capillary tube is closed, because the rise of liquid in capillary tube due to surface tension, will be opposed by the downward force exerted by the compressed air above the liquid column. Therefore, a small rise of liquid column is possible in a capillary tube with a closed top.
