Here 

2e + PbO2 → [Pb(OH)3] 

2H2O + 2ePbO22 → [Pb(OH)3] + OH …(i) 

2OH + Cl → ClO + 2e + H2O …(ii)

Add (i) & (ii) 

PbO2 + OH + Cl + H2O → [Pb(OH)3] + ClO
