(d) A lieutenant Governor is in charge of a Union Territory whereas a Governor is in charge of a State. The rank of Lt.Governor is present only in the states of Delhi, Andaman and Nicobar Islands and Puducherry. So in the case of a Union Territory specified where there is a legislative setup, the Chief Minister is appointed by the Lieutenant Governor
