Which reducing agent is good among C and CO at low temperature range in blast furnance to obtain iron form iron oxide and why?

At lower temperature range, both C and CO act as reducing agent but in comparison with C, CO easily oxidises to CO2. Therefore at lower temperature range (Temp < 1073), CO acts as better reducing agent than carbon.
