Viceroy, Linlithyow put the August proposal on 8 August 1940,
which included the following points :
1. A consortium of Indian representatives would be formed after the war to prepare the framework of Indian constitution.
2. The Viceroy’s executive council would be expanded and Indians would be inducted in it in large numbers.
3. A war advisory council would be appointed which would include representatives of Indian native states and other Indians.
4. The aim of British government was to accord Dominion status (colonial self rule) in India.
5. The government would not implement any constitutional changes without the consent of minorities.
The Congress did not accept the August proposal.
