The British Prime Minister Churchill wished to resolve the constitutional impasse in India Viceroy Wavell presented the framework of the constitutional reforms in June 1945, which was called the Wavell Plan’. According to this,
1. The executive council of the viceroy was to be re – constituted. The number of Muslims and General Hindus would be equal in it. Except for the Governor General and the Army chief, all other members would be Indians.
2. Mixed, responsible governments would constituted in the provinces.
3. These proposals will have no bearing on the future constitution of India. The constitution of India will be made later, by Indians themselves.
