They have a fear of revealing everything to the public. They don’t want their wrongdoings to be disclosed. In furnishing information, they don’t seem prompt. By the news of penalty, the bureaucrats will learn the lesson of providing information on time and will demonstrate the right spirit of democracy and transparency.
