1. Introduction of communal and separate electorate system.

3. Official majority in central legislative council.
4. Majority of non-official members in provincial legislative councils was a mere pretense,

6. No progress towards establishment of responsible governance.
7. Unwarranted promotion and importance to inherent British self-interests.
