Order of acidic strength=1>2

NO2 show greater -I ( inductive effect ) effect than CN hence it will stabilise the negative charge more as compare to CN

Acidic strength is directly proportional to -I effect and inversely proportional to +I effect.

1st compound is more acidic than 2nd.   Bulky groups present at ortho position of NO2 and CN. So NO2 and CN goes out of the plane (steric inhibition of resonance). so mesomeric effect is not plays a role here. We need to consider inductive effect only. NO2 has more -I effect than CN.If -I increases acidity increases so 1st is more acidic
