The tenure of ninth five year plan was from 1997 to 2002. The main objective of this plan was to ensure the availability of seven basic minimum services.
These included :
1. Pure drinking water.
2. Availability of primary healthcare services.
3. Primary education for all.
4. House for the homeless people.
5. Nutritional food for children.
6. Roads for every village and colony.
7. Improving Public Distribution System.
