KMnO4 does not act as oxidising agent in the presence of HCl. Why?

HCl cannot be used for making acidified KMnO4 as oxidising agent, since it reacts with KMnO4 as follows.

2KMnO-4 + 10Cl- + 16H+ → 2Mn2+ + 5Cl2 + 8H2O
