Atoms of the same element having same atomic number but different mass
numbers are known as isotopes.

As the charge is zero implies that there is no change in the number of electrons and
also the number of protons in the two-oxygen atom is the same as they have the same atomic number. Different number of neutrons implies that they are isotopes.

Hence, the correct option is C.
