Why is the refractive index of atmosphere different at different altitudes?

As we move above the earth surface the density of air goes on decreasing because the amount of air present at high altitudes is less. Thus due to the decrease in the density of the air, the refractive index gradually increases from the atmosphere to the earth’s surface. Therefore the refractive index of the atmosphere is different at different altitudes.
