Second IE is always more than first, why?

IE for cation is more than for neutral atom. Why?

Second IE is always more than first IE because positive ion (cation) has more effective nuclear charge which holds the remaining electron more firmly and therefore, a large amount of energy is required to remove the electron from it as compared to a neutral atom.
