It is essential to perform obligatory functions for the government like protection from external attack, maintaining law and order, defence and civil administration, etc. But modern government also perform some optional functions also. They are necessary for social and economic development of the country such as provision of education and health services, provision of social security like pensions and other welfare measures. So, government has to perform obligatory as well as optional functions.
