About what did Tommy say, “What a waste!” Why, do you think, did he say so?

Tommy said it about the old printed book. I think he said so because he thought that it is a waste of paper. After reading the book its purpose is lost and it becomes useless. He did not think of its importance and thought of throwing it away.
