What a charge density is given to the inner cylinder , an elerctric field is produced between the inner and out cylinders . Hence a spotential disffernce appears between the two cylinders . If a charge density si gien to the outer cylinder the dame poitnital appars on the inner and the outer cylinders, Hence in this case , there is no poinential difeernce between them .
