When a conductor is charged, its charge resides on its outer surface. What is the reason?

According to the property of a conductor, charge may flow easily through it. Like charges repel each other and repulsion causes them to move as far apart as possible. An equilibrium is reached only when they move to the outer surface of the conductor.
