Phenol has smaller dipole moment than methanol. Why?

Due to electron withdrawing effect (-I effect)of the benzene ring, the C-O bond in phenol is less polar but in case of methanol due to electron-donating (+I effect) effect of CHgroup, C-O bond is more polar.
