Calculation:

According to the question,

Labor and employment = 0.05/027 × 100 = 18.5%

Health & Family Welfare = 0.15/2.05 × 100 = 7.31%

Social Welfare & Nutrition = 0.03/0.82 × 100 = 3.65%

Education, Sports and Youth Affairs = 0.06/4.02 × 100 = 1.49%

∴ Labor and employment, the maximum decline in expenditure has been found during the years 2011-12 to 2013-14.
