  • Ilbert Bill was drafted by Sir Courtenay Peregrine Ilbert,
  • Ilbert was the legal member of the Council of the Governor-General of India.
  • The Bill gave Indian judges and magistrates the power to try British offenders in criminal cases at the District level.
  • It sought to remove racial discrimination from the judicial services.
  • The whole European community began an agitation to oppose the bill which forced the government to withdraw it.

  • A. O. Hume organized the first meeting in Bombay with the approval of the Viceroy Lord Dufferin. W C Bannerjee was the first president of the Congress; the first session was held from 28–31 December 1885 and was attended by 72 delegates.
