Calculation:

In the range of 100 to 200 ,

There are 20 9's 

109,119,129,139,149,159,169, 179, 189, 190,191, 192, 193 194, 195 , 196, 197 , 198, 199.

similarly from range of 100 to 899

Number of 9's = 20 × 8 = 160 

In the range of 900 to 999 

Number of 9's = 100 + 10 + 10 = 120

Total number of 9's occur = 160 + 120 = 280

∴ 280 times the digit 9 occurs in the numbers from 100 to 999.
