  • The Congress Party formed the Sardar Swaran Singh Committee in 1976 to make recommendations on fundamental duties, which were felt to be necessary during the internal emergency (1975-1977).
  • The committee proposed that the Constitution provide a special chapter on fundamental duties.
  • It emphasized that people should be aware that, in addition to exercising their rights, they still have responsibilities to fulfil.
  • In 1976, the Congress-led federal government adopted these recommendations and passed the 42nd Constitutional Amendment Act.
  • Part IVA of the Constitution was incorporated as a result of this amendment.

  • On 16 January 1957, the Government of India formed the Balwant Rai Mehta Committee to assess the Community Development Programme (2 October 1952) and the National Extension Service (2 October 1953) and make recommendations for improving their results.
