​Language planning is a process designed to influence the function, structure, or acquisition of languages in society and, by extension, to the education system.

  • Language plans determine which languages are chosen to be taught in schools, and what role language plays in teacher recruitment and training, among other issues.
  • In complex language environments, as described above, decentralized determination of language of instruction may be necessary.
  • Multilingual students often develop stronger academic abilities than similar students in monolingual schools. 

  • Odisha is a multilingual state having more than 40 ethnic languages among the 62 scheduled tribes, along with the Modern Indian Languages like Hindi, Bengali and Telugu.
  • To address the language- education of ethnic minorities children in schools, the Odisha government started Multilingual Education programme, ten tribal languages in the year 2005.

Stages of a multi-lingual education program:
A widespread understanding of multi-lingual education programs (UNESCO, 2003, 2005) suggests that instruction take place in the following stages:

Stage I  

 learning takes place entirely in the child's home language

Stage II   building fluency in the mother tongue. Introduction of Oral Language 2.
Stage III   building oral fluency in Language 2. Introduction of literacy in Language 2.
Stage IV    using both Language 1 and Language 2 for lifelong learning

 

Hence, we conclude that in 2005, a multi-lingual education programme started in Orissa.
