The logic that follows here is

# changes to × and $ changes to +.

6 ÷ 2 × 3 

3 × 3 = 9

and 

24 ÷ 6 + 4

4 + 4 = 8

Now;

21 × 3 + 7

63 + 7 = 70

Hence, "70" is the correct answer.
