1. Scientific forestry was taught at the Imperial Forest Research Institute. In this system, natural forests which had a variety of trees were cut down and, instead, one type of tree was planted.
2. Appointed forest officials managed these forests. They planned and assessed how much of the planted area had to be cut down and how much had to be replanted.
