Correct Answer - Option 3 : K. C. Wheare

K. C. Wheare said the Constitution of India is quasi-federal.

  • The term Quasi federal reflects that the Indian Constitution provides both federal and unitary features.
  • Article 1 of the Indian Constitution says that India is a 'Union of States'.
  • The federal features of the Indian Constitution include Constitutional supremacy, division of powers between Centre and States, bicameralism, written Constitution and independent judiciary.
  • The dominant unitary features of the Indian Constitution include more power to the Centre in matters of conflict or emergency and recruitment of Governors in States.
  • Thus, K.C. Wheare, known as the father of contemporary federal theories opined that India was an association of states wherein members states retain their original independence to a great extent.

  •  Austin was the father of Texas.
  • Ivor Jennings was a British lawyer and academic.
