In this case \(\frac r2< r \)  point will be inside

Electric field inside \(E_{in} = 0\)

\(\triangledown V = - \int\limits_s^p E.dr \)

\(V_p - V_s = -\int 0 dr\)

\(V_p - V_s = 0\)

\(V_p = V_s\)

\(V_p = V_s =\frac{k\theta} r\)

inside electric potential will be constant.
