1. According to J.S. Mill, the absence of restrictions is liberty.
2. According to Mahatma Gandhi, the presence of all those conditions which are helpful in all round human development is liberty.
3. According to Penn, liberty means free to do all those actions which are not against the liberty of others.
4. According to Hobbes, liberty is the lack of impedance and control.
