Electrophiles are either positively charged or electron deificnet neutral species, which can accetp a pair of electrons. Because of more accept a pair of electrons. Because of more electronegativity of O-atom than carbon, the carbon atom acquires slight positive charge `O-^(delta)=C^(delta)=O^(-delta)`. So carbon can accept a pair of electrons. `H_(2)O,NH_(3) and R-O-H` have lone paris electrons and hence are electron rich (nucleophile).
