Calculation:

In range 1 to 100, there are ten numbers having unit digit is 3 - 3, 13, 23, 33, 43, 53, 63, 73, 83, 93 = 10

There are ten numbers having tenth digit is 3 - 30, 31, 32, 33, 34, 35, 36, 37, 38, 39 = 10

∴ There are 20 times you write 3.

Note:- 33 is taken twice because it has two 3, one each at unit and tens place.
