Correct Answer - Option 4 : Both the arguments are strong

1) In the absence of such ceiling there would be  unhealthy competition between companies to attract most competent professional. So Argument I is strong.

2) Increase in salary directly affect the performance of professionals. Increase in salary would encourage professionals to perform better. Argument II is also Strong.

Hence, Both I and II are strong.
