There is a general protest from the inhabitants of a certain area that the report submitted on riots in that area has been fabricated based on prejudices and the commission has not presented the whole event.

Conclusions:

Conclusions:

In the given statement, it is mentioned that there is a general protest from the inhabitants that the report submitted on riots in that area has been fabricated on prejudices and the commission has not presented the whole event. As it is clear that there is a sense of doubt among the inhabitants regarding the report submitted by the commission which is leading to a protest, therefore, it is safe to conclude that another inquiry commission should be formed for proper investigation. 

Therefore, the conclusion I follows.

II. The members of the commission should be severely punished.

As in the given statement, it is mentioned that inhabitants believe that the report was fabricated based on prejudices and the commission has not presented the whole event, the members of the commission should be punished for their incomplete and unreasonable report on riots.
