  • On 22nd April 1994 Haryana, Panchayati Raj Act came into force.
  • Panchayati Raj is the system of local self-government of villages in rural India as opposed to urban and suburban municipalities.
  • It consists of the Panchayati Raj Institutions (PRIs) through which the self-government of villages is realized. 

  • Haryana Panchayati Raj Act:
    • The Act asks to provide for the constitution of Gram Panchayats, Panchayat Samitis, and Zila Parishads for better administration of the rural areas and for matters connected therewith or incidental thereto.
    • Under this Act, an additional Director is appointed to perform the functions given in the Act.
  • The terms used in the Act and their meaning is given below:
    • Backward Classes mean such classes of citizens as may be specified by the Government from time to time.
    • Block means such local area in a district as may be declared by the Government, by notification in the Official Gazette, to be a block at an intermediate level.
    • Block Development and Panchayat Officer mean an officer appointed as such by the Government.

  • Duration of Gram Panchayat, Panchayat Samiti, and Zila Parishad:
    • Every Gram Panchayat, Panchayat Samiti, and Zila Parishad unless sooner dissolved under any law for the time being in force.
    • The time duration shall continue for five years from the date appointed for its first meeting and no longer.
  • An election to constitute a Gram Panchayat, Panchayat Samiti, and Zila Parishad, as the case may be, shall be completed:
    • Before the expiry of its duration specified in sub-section(I).
    • Before the expiry of a period of six months from the date of its dissolution.
