When we toss three coins, the sample space 

S = {HHH, TTT, HTT, THH, HHT, TTH, HTH, THT}

n(S) = 8

Event of getting at most 2 tails be A.

∴ A = { HHH, HTT, THH, HHT, TTH, HTH, THT}
